Perkins Coie Launches The Virtual Currency Report

Perkins Coie has announced the launch of The Virtual Currency Report, a new blog focused on the law and regulation of Bitcoin and other digital currencies. This new blog provides news and analysis on legal developments relating to Bitcoin and other decentralized digital currencies, math-based currencies and decentralized ledgers.

The Virtual Currency Report team, led by Dax Hansen, consists of attorneys with diverse backgrounds who form Perkins Coie’s Decentralized Virtual Currencies industry practice group. Team members include attorneys: Eric Barber, Jean-Jacques (J) Cabou, Joseph Cutler, Jacob Farber, Judy Jennison, Hillary Levun, Keith Miller, and Lowell Ness.

Perkins Coie’s Decentralized Virtual Currencies industry practice provides regulatory investigations and compliance counseling, litigation support, consumer protection counseling, and business transaction assistance, regarding a range of Bitcoin and digital currency systems, services and products. The firm’s clients include virtual currency exchanges, payment processors, investors and industry associations. Firm attorneys counsel virtual currency clients with respect to various regulatory issues, including compliance with the Bank Secrecy Act, state money transmitter laws and securities and commodities laws and regulations.

Beyond Silk Road: Potential Risks, Threats, and Promises of Virtual Currencies

The US Senate Committee on Homeland Security and Governmental Affairs is holding a hearing this afternoon in Washington titled "Beyond Silk Road: Potential Risks, Threats, and Promises of Virtual Currencies".

Witnesses testifying include representatives from regulatory agencies, the Secret Service and the Department of Justice, public interest groups, the Bitcoin Foundation and others. Copies of their prepared testimony should be posted on the web site before the hearing - which begins at 3 PM Eastern this afternoon.

Tomorrow, the US Senate House Banking, Housing and Urban Affairs committee is holding a hearing on "The Present and Future Impact of Virtual Currency." Witnesses at tomorrow's hearing include: Ms. Jennifer Shasky Calvery, Director, Financial Crimes Enforcement Network; and Mr. David Cotney, Commissioner of Banks, Massachusetts Division of Banks, Mr. Anthony Gallippi, Co-founder and CEO, BitPay, Incorporated; Mr. Chris Larsen, Founder and CEO, Ripple Labs; Ms. Sarah Jane Hughes, University Scholar and Fellow in Commercial Law, Indiana University Maurer School of Law; and Mr. Paul Smocer, BITS President, Financial Services Roundtable.

Our focus is on describing what virtual currencies are, how they work, who uses them, and why. We describe the general characteristics and key attributes of a typical virtual currency program, demonstrating the strategic choices facing online sites as they contemplate whether or not a virtual currency is an attractive addition to their monetization strategy.

The specific currencies covered include Facebook Credits, Microsoft Point, PlaySpan Ultimate Points, Tencent Q Coin, Second Life Linden Dollars, World of Warcraft Gold, various Zynga currencies, and the experimental BitCoin digital currency.

American Express Acquires Virtual Currency Platform Provider

Amex logo 140pxTechCrunch is reporting that American Express has acquired Sometrics, a virtual currency platform and in-game payments provider serving the online game industry, for $30 million. Supposedly, Sometrics will be used within American Express' Serve digital payments platform. No details have been disclosed, but AmEx has confirmed the acquisition with a tweet.

Facebook_logo-140px.pngYesterday, at Facebook's f8 developer conference in San Francisco, Facebook Credits manager Deb Liu provided more details about Facebook's plans for Credits - "a virtual currency in games, which you play for free but pay for specific virtual items with the virtual currency, which you buy with real money."

In an article titled "How Facebook plans to fuel the app economy with Facebook Credits", Dean Takahashi writes for VentureBeat about Credits.

In an article titled "A Look At The Future of Facebook Credits", Jason Kincaid writes for TechCrunch - in particular about App2user Credits - "a set of promotions that allow users to earn Facebook Credits in ways that don’t involve paying with their credit card."
