First Data Adds MasterCard Common Debit EMV Support for STAR Issuers

First data logo 140x60pxFirst Data and MasterCard have announced an agreement in which First Data’s STAR® Network will participate in MasterCard’s common U.S. Debit EMV solution. The companies say that this agreement, combined with other recent industry announcements, provides a cost-effective solution and accelerates the ability for EMV functionality to be implemented across the U.S.

By working together, MasterCard and First Data will deliver enhanced choices in how debit card issuers identify and apply multiple network relationships to ensure Regulation II compliance in a cost-effective way. Merchants and acquirers will continue to route transactions as they prefer, without host systems reprograming.

First Data again demonstrates its leadership position in the advancement of EMV in the U.S. with STAR being one of the first debit networks to assist issuers, acquirers, and merchants with equal access to a shared EMV chip card technology, without restrictions on cardholder verification methods,” said Barry McCarthy, president, First Data Financial Services.

“This agreement, and other EMV agreements we have recently announced, helps accelerate the migration to EMV adoption, and moves the entire industry a step closer to additional debit payment security,” McCarthy added.

In January 2013, MasterCard was the first network to offer its proprietary technology to other U.S. debit networks in an effort to support the migration to EMV and enable the routing of PIN debit transactions over multiple, unaffiliated networks. This decision allows acquirers to brand transactions originating from the U.S. common AID (application identifier) for any debit networks that elect to participate.

Visa, First Data's STAR Partner on Common EMV Debit Solution

Visa 2014 logo 140x60Visa and First Data’s STAR Network have announced an agreement to share Visa’s common debit solution offering.

The two companies say that "collaboration ... on the license agreement will help to enable the development of regulation-compliant debit EMV solutions using a common Application Identifier (AID). First Data’s STAR Network will use PIN and no CVM functionality on the common AID to facilitate different types of debit transactions on its network, including PIN, PINless and signature cardholder verification methods. The AID will facilitate U.S. debit transactions from any debit network that licenses the Visa common AID solution and is enabled on a Visa card.

This agreement is a significant step to accelerate EMV adoption by addressing Regulation II compliance for debit EMV transactions,” said Barry McCarthy, president, First Data Financial Services.

“First Data’s STAR Network is pleased to lead the effort by being one of the first debit networks to take this step and assist issuers, acquirers, and merchants with equal access to a shared EMV chip card technology. Not only does it accelerate the migration to EMV adoption, but also moves the industry a step closer to additional debit payment security,” McCarthy added.

With the addition of First Data’s STAR Network, Visa debit issuers can now choose among several competing network options for their EMV chip debit cards, while also reducing the complexities of chip implementation.

The Cardlinx Association Announces Founding Members

The CardLinx Association, a "new interoperability organization to enhance the consumer experience with local commerce and card linked offers," has announced its founding members - including Microsoft, Bank of America, Discover, Deem, Facebook, First Data Corp., Linkable Networks Inc., LivingSocial, MasterCard, Affinity Solutions Inc., CardSpring Inc. and Cardlytics.

“The CardLinx Association brings together thought leaders across a variety of important linked industries, allowing us to define a set of standards and services that will make it easier for consumers to shop and for merchants to sell their goods and services,” said Silvio Tavares, founding CEO of The CardLinx Association.
The Association says that its members "serve or represent over 6 million merchants, have issued over 1.9 billion payment cards, and serve consumers with over 200 million card enabled accounts and over 700 million active daily users."

First Data OfferWise Solution Integrates with Microsoft's Bing Offers Card-Linked

First data logo 140x60pxFirst Data has announced that its First Data OfferWise solution has been integrated with Microsoft’s Bing Offers Card-Linked, a service that consolidates local deals from a number of deal providers. OfferWise is an open platform that enables retailers to electronically attach offers to any consumer payment card or mobile wallet to allow streamlined and automatic redemption of the offer at the point of sale (POS).

“Microsoft is an important addition to the roster of publishers using our capabilities with the First Data OfferWise solution to transform merchant marketing, advertising and offers.”

“We believe the card-linked applications space is an exciting area of innovation where we continue to be focused,” said Dom Morea, senior vice president, Advanced Solutions and Innovation, First Data. “Microsoft is an important addition to the roster of publishers using our capabilities with the First Data OfferWise solution to transform merchant marketing, advertising and offers.”

With Bing Offers Card-Linked, merchants will now have frictionless redemption of an “offer” or “deal” at checkout without the consumer having to use a paper coupon, voucher or promotion code on their mobile device. Other benefits include no need to change the POS system, no additional effort required to train staff in handling redemptions, and no need to wait for payments from deal promoters.
