Zuora has announced the release of Z-Payments, a complete payment solution built for subscription businesses that comes pre-integrated with the ability to accept PayPal payments. eBay to Acquire Bill Me Later, Combine with PayPal

eBay has announced that it has "reached a definitive agreement to acquire Bill Me Later®, the number two online-oriented payments brand, for approximately $820 million in cash and approximately $125 million worth of outstanding options, net of option exercise proceeds. The acquisition extends the company’s leadership in payments by combining Bill Me Later with eBay’s PayPal, the number one online-oriented payments brand. Subject to various closing conditions, the deal is expected to be completed by year-end." Among other announcements today, eBay announced "plans to reduce its global workforce by approximately 10 percent, affecting about 1,000 employees in addition to several hundred temporary workers and the reduction of open positions."   » Continue Reading

APACS has announced that more than 25 million UK-issued debit and credit cards have now been registered with MasterCard SecureCode and Verified by Visa – online payment systems that make cards more secure when shopping on the internet. PayPal Announces Back-to-School Deals

PayPal has announced results of a survey finding that "more than half of the parents surveyed said they will wait for sales before buying for their teens this fall. Forty percent will give their teens a budget and let them decide how to spend the money while only eight percent of parents said they will buy their teens whatever they want. PayPal's Second Quarter 2008 Financial Results

eBay reported second quarter 2008 financial results earlier today - saying that "PayPal had a strong quarter with $602 million in net revenue, an increase of 33% year-over-year. Net total payment volume (TPV) for the quarter was $14.93 billion, an increase of 35% year-over-year. Global active registered accounts increased to 62.6 million, representing 19% year-over-year growth."

44% of PayPal's payments revenue was from international. PayPal's transaction revenue rate was 3.89% - essentially flat from last year - while its transaction loss rate declined from 31 basis points to 27 basis points. PayPal's transaction processing expense rate increased slightly to 1.23%.

Last December, Bill Me Later announced that Amazon.com would be accepting Bill Me Later payments and that Amazon had made an equity investment in the company. Amazon.com now is accepting Bill Me Later - details here. Amazon.com is also now a featured store on the Bill Me Later home page - ironically, right next to its bookstore rival Borders.com.

eBay Cancels Plans to Go PayPal-Only in Australia

Ina Steiner writes for AuctionBytes that eBay has cancelled plans to go to a PayPal-only marketplace in Australia following an inquiry by the Australian Competition and Consumer Commission that would have likely resulted in a ruling preventing eBay from doing so.

eBay Australia continues to require that all sellers offer PayPal for payment - but it won't be requiring removal of other payment methods. In a statement to the eBay community, eBay said "eBay regrets any uncertainty that this process has caused among the Community and believe that today’s decision will remove further doubt."

Identity Theft, Financial Fraud Remain Top Concerns for Consumers

Fears about identity theft and financial fraud are top global concerns for consumers, according to the latest results of the Unisys Security Index. Identity theft is the primary security concern cited among respondents in nine out of 14 countries, while misuse of credit or debit card information ranks as the first or second greatest fear in 12 out of the 14 countries. Interestingly, the survey found an apparent lack of concern about using the Internet to shop, bank and email. eBay, PayPal Increase Protections For Buyers And Sellers

eBay and PayPal have announced "improved protections for buyers and sellers on eBay.com, in time for this year's holiday shopping season. For the first time, buyers who pay with PayPal will be protected on eligible transactions for 100 percent of an item's purchase price, with no cap on coverage. In addition, all U.S. eBay sellers will receive improved seller protection for eligible transactions when they get paid with PayPal." eBay to Fight ACCC PayPal Ruling in Australia

Stephen Hutcheon writes for the Sydney Morning Herald that eBay intends to "challenge the Australian competition watchdog's ruling to block a plan to force its users onto a PayPal-only payments system." Yesterday, the Australian Competition and Consumer Commission announced a draft notice proposing to prevent eBay from implementing a PayPal-only policy in Australia.

How Online Merchants Can Pay Less for Payments

Don Davis writes for Internet Retailer about how ecommerce merchants can reduce payments acceptance costs.

"To get the best deal, retailers must be prepared to go shopping among the many processors—or transaction acquirers in payments lingo—vying for their business, and to examine every rate and fee in the contract," says Allen Weinberg of payments consulting firm Glenbrook Partners.

“The guiding principle is that everything is negotiable,” Weinberg says. “But it’s important to keep in mind that every acquirer has a profitability target they feel they must meet. If you win on a couple of points, they will likely try to make it up in another area.”

Online Shoppers Abandon Due to Unexpectedly High Shipping Fees

PayPal has announced results of a survey conducted with comScore that found that unexpectedly high shipping fees are the number one reason consumers abandon online purchases. Security and Convenience - or Is It Convenience and Security?

Jupiter's Ed Kountz blogs about alternative online payments ((PayPal, BillMeLater, Google Checkout and eBillMe).

He writes: "A new JupiterResearch report indicates that consumers who are turning to alternative online payments are doing so for two primary reasons. The first is security -- in the form of not having to enter card information online. The second, convenience, is related—as anyone who has ever wanted to make a purchase on a PC upstairs, using a credit card located in a wallet or purse a floor or two away has found." Reserve Bank of Australia Comments on eBay's PayPal Mandate

The Reserve Bank of Australia has made comments to the Australian Competition and Consumer Commission's inquiry into eBay's recent announcement that it would mandate the use of PayPal for payments on eBay's Australian site. The RBA comments: 'The proposed conduct by eBay is to mandate the use of PayPal for almost all transactions on the eBay site. This raises three potential issues in relation to the payments system. The first is that it could limit the ability of new on-line payment systems to become established and for alternative systems to compete in the on-line payments space. The second is that it could restrict merchants' ability to negotiate lower fees. And the third is that it restricts choice for consumers.' More in the RBA's full submission. Emerging Payments - The Changing Landscape

Marianne Crowe, Vice President, Emerging Payments Research Group, at the Federal Reserve Bank of Boston, gave a presentation last week titled "Emerging Payments - The Changing Landscape" icon_PDF_small.gif to the Maine Association of Community Banks and to the New Hampshire Community Bankers Association. Crowe's presentation discusses the growth in debit card payments, the emergence (and potential threats to banks) of decoupled debit cards, prepaid cards for the unbanked, and the use of the Internet for bill payment, ecommerce purchases, and person-to-person or account-to-account money transfers. She also discusses contactless payments and mobile banking.

PayPal's First Quarter 2008 Financial Results

eBay reported first quarter 2008 financial results earlier today - saying that 'PayPal had a strong quarter with $582 million in net revenue, an increase of 32% year-over-year. Net total payment volume (TPV) for the quarter was $14.42 billion, an increase of 34% year-over-year. US Online Retail Sales Forecast to Reach $204 Billion This Year

Shop.org has released The State of Retailing Online 2008, its 11th annual study conducted by Forrester Research of 125 retailers. The study found that 'online retail will continue to be a bright spot in the industry with retail sales rising 17 percent this year to $204 billion. Reported Dollar Loss From Internet Crime Reaches All Time High

The FBI's Internet Crime Complaint Center (IC3) has published the 2007 Internet Crime Report icon_PDF_small.gif. For the year, IC3 received 206,884 complaints of crimes perpetrated over the Internet during 2007. Of the complaints received, more than 90,000 were referred to law enforcement around the nation, amounting to nearly $240 million in reported losses.
